E-Rate 2027: Proposed Changes, Advocacy & the SPURR RFP

Presentation Slides from the webinar are available here.

SPURR’s September 8 webinar brought together E-Rate and broadband policy experts to help California schools, COEs, libraries, and other eligible organizations prepare for Funding Year 2027. The discussion covered proposed changes affecting E-Rate and the Universal Service Fund, current advocacy efforts, and how SPURR’s upcoming E-Rate RFP and master contracts can support participants as they plan their next round of technology investments.

Featured guest Joey Wender, Executive Director of the Schools, Health & Libraries Broadband (SHLB) Coalition, provided an update on the legal and policy landscape surrounding the Universal Service Fund, including activity at the FCC, in Congress, and in the courts.

The webinar also explored SPURR’s Telecom & Networking Program and preparations for its new E-Rate RFP, scheduled for release in October 2026. Participants received practical guidance for reviewing remaining Category 2 budgets, assessing network equipment that may be due for replacement, and planning FY2027 projects.

Want to preserve the option to utilize master contracts from SPURR’s upcoming RFP?
Submit your Letter of Agency (LOA) by Friday, September 25, to keep the SPURR consortium option open. Submitting an LOA creates no obligation to purchase.

If your district is already a member of SPURR, no action is required and no need to submit an LOA.
