Many California public entities operate Compressed Natural Gas (CNG) vehicle fueling stations to reduce the use of high-carbon fuels like gasoline and diesel. CNG station operators often struggle with the complexity of creating their low-carbon credits and the challenges of obtaining full market value for their credits. SPURR’s Low Carbon Fuel Standard (LCFS) Program helps these operators maximize their ROI by streamlining the process of obtaining and getting full market value for LCFS and RIN credits.
How the LCFS Program Works
CNG station operators become program “Participants” when they enroll and transfer their station’s “environmental attributes” to SPURR. We then work with our RFP-winning “monetization” service provider to create credits under both the state LCFS program (run by CARB) and the federal RIN program (run by the EPA) to get market value for the credits. SPURR issues quarterly credit payments to participants. Participants permit third-party station inspections and submit quarterly online usage statements assisted by our winning service provider.

SPURR conducted competitive RFP processes to select the best monetization offer available. We work continuously with our winning service provider to maximize participant payouts and to monitor vendor compliance with their “carbon intensity” and other contractual commitments.
Who is eligible?
Any public agency that operates a CNG station may participate whether or not they are a member of SPURR. This may include:
- California public school districts
- Community college districts
- County offices of education
- Transit authorities
- Tribal governments, universities, municipal agencies
