Temecula Valley USD Accelerates Fleet Electrification with SPURR’s PAVE Program

When Temecula Valley Unified School District (TVUSD) set out to electrify its food service vehicle fleet, reliability and speed were top priorities. The District needed a trusted partner that could deliver turnkey EV charging infrastructure—quickly, cost-effectively, and ready for future expansion.

Through SPURR’s Procurement Assistance for Vehicle Electrification (PAVE) Program, TVUSD gained access to a competitively sourced, pre-vetted vendor network and favorable contract terms that simplified procurement and ensured a 97% charger uptime.

The Challenge

TVUSD sought a seamless way to deploy EV chargers without getting bogged down by lengthy bidding processes or uncertainty in performance. Their key goals included:

  • Minimizing project delays
  • Ensuring long-term charger uptime and reliability
  • Partnering with experts experienced in K–12 environments

The Solution

By using SPURR’s PAVE Program, the District selected Alco Building Solutions (ABS)—a proven energy and infrastructure partner with deep K–12 expertise and a track record across more than 80 California school districts.

The project included:

  • Turnkey installation of three (3) Level 2 ChargePoint chargers
  • Future-proofing with infrastructure to support seven (7) additional ports
  • Full permitting, installation, and energization by ABS

The Results

From concept to contract, the project advanced in just four months, with full energization completed only five months later. SPURR’s streamlined procurement and ABS’s experienced project team ensured the job was completed ahead of schedule and built for long-term reliability.

Amber Perez, Director of Facilities for TVUSD, shared:

“Working with SPURR’s pre-vetted vendors, I was able to save a ton of time while also feeling confident that the expectations would be met. Once all of the project planning and permitting was complete, Alco Building Solutions’ project team was very efficient in finishing the job well ahead of the planned schedule.”

The Impact

TVUSD’s investment now powers its food service fleet sustainably while establishing a foundation for future expansion. By leveraging SPURR’s PAVE Program, the District gained a cost-effective, scalable EV charging solution—delivered on time and built for tomorrow.
