Challenge
Foothill-De Anza Community College District faced increasing demand for electric vehicle (EV) charging across its campuses from students, staff, and the surrounding community. The District needed a scalable, multi-site solution—but lacked the internal capacity to efficiently manage the complexity of planning, procurement, incentives, and implementation.
Solution
Through SPURR’s Procurement Assistance for Vehicle Electrification (PAVE) program, the District partnered with ForeFront Power to deliver a turnkey EV charging solution. The project included:
- Site design and engineering across multiple campuses
- Incentive identification and funding strategy
- Utility coordination and interconnection
- Permitting and procurement support
- Full project construction and deployment
The PAVE program streamlined vendor selection and contracting, allowing the District to bypass lengthy procurement processes and move quickly into implementation.
Results
- Deployment of new public EV charging stations across campuses
- Installation of dedicated fleet EV charging infrastructure
- Accelerated project timeline from planning to execution
- Significant reduction in staff time and administrative burden

Impact
The project positions Foothill-De Anza CCD as a leader in campus sustainability while directly supporting EV adoption in the broader community. By leveraging SPURR’s PAVE program, the District:
- Expanded access to EV charging for students, faculty, and the public
- Reduced project complexity and risk
- Optimized costs through pre-vetted procurement pathways
- Advanced long-term sustainability and electrification goals
